Official Description

An issue was discovered on Mitsubishi Electric Europe B.V. ME-RTU devices through 2.02 and INEA ME-RTU devices through 3.0. An unauthenticated remote OS Command Injection vulnerability allows an attacker to execute arbitrary commands on the RTU due to the passing of unsafe user supplied data to the RTU's system shell. Functionality in mobile.php provides users with the ability to ping sites or IP addresses via Mobile Connection Test. When the Mobile Connection Test is submitted, action.php is called to execute the test. An attacker can use a shell command separator (;) in the host variable to execute operating system commands upon submitting the test data.

Attack Vector Analysis — CITED Relevance

The vulnerability arises from the mobile.php functionality, which allows users to ping sites or IP addresses via Mobile Connection Test. The action.php script is called to execute the test, but it does not properly sanitize user input, allowing an attacker to inject shell commands using a semicolon (;) as a separator. This can lead to unauthorized command execution on the RTU device.

● Virtual Patch — CITED Relevance SAGE Engine MEDIUM CONFIDENCE

Implement strict input validation and sanitization for all user inputs in the mobile.php and action.php scripts. Use a web application firewall (WAF) to block suspicious requests containing shell command separators.

No reliable network detection signature exists for this vulnerability class — apply the compensating controls above and the vendor patch. SAGE only publishes a network rule when a concrete on-the-wire signature can be grounded in the advisory.

NERC CIP: CIP-007 CIP-007-R2
This CVE violates CIP-007-R2 because it allows unauthorized access to the RTU, which could compromise the security of the electronic security perimeter.
IEC 62443: SR 7.6
This CVE maps to SR 7.6 because it involves a vulnerability that allows unauthorized command execution, which can compromise the security of the industrial control system.
