Executive Summary

CVE-2025-46773 is an improper neutralization of special elements in an SQL command (CWE-89) in Fortinet FortiAnalyzer and FortiAnalyzer Cloud that allows a low privileged authenticated user to execute arbitrary commands through crafted requests. In OT and ICS environments where FortiAnalyzer serves as the central log and event aggregation point for perimeter firewalls and DMZ enforcement, compromise of this appliance strips the operator of forensic visibility and hands an attacker a privileged pivot toward the control network boundary.

Technical Exposure Breakdown

The vulnerable component is the FortiAnalyzer management interface, which processes authenticated requests against a backend SQL layer. The grounding data identifies affected FortiAnalyzer firmware ranges 7.6.0 through 7.6.3, 7.4.0 through 7.4.7, and 7.2.0 through 7.2.11. FortiAnalyzer Cloud is affected across 7.6.2 through 7.6.3, 7.4.1 through 7.4.7, and 7.2.1 through 7.2.12. Patch status is not confirmed in the grounding data, so operators should treat all listed ranges as live exposure until Fortinet confirms a fixed build for their deployed train.

The attack prerequisite is a low privileged account, not administrative access. That distinction matters. Many OT organizations provision read-only or restricted analyst accounts to SOC staff, integrators, and managed service providers. Any one of those accounts becomes an arbitrary command execution vector. SQL injection that escalates into command execution means the attacker is not merely reading log data, they are gaining execution on the host that stores and correlates security telemetry for the entire environment. The CVSS score of 8.8 reflects the combination of low attack complexity, low privilege requirement, and high impact to confidentiality, integrity, and availability.

This vulnerability is not currently in the known exploited vulnerability catalog. That is not a reason to deprioritize. Log aggregation appliances are high value because they often have network reach into both the IT enterprise and the OT DMZ by design.

OT Impact and Compliance Risk

FortiAnalyzer rarely sits on the process network itself, but it almost always holds privileged visibility into the firewalls that enforce the boundary between enterprise IT and the control system. An attacker with command execution on FortiAnalyzer can alter or delete the audit record of their own lateral movement, defeating the detection controls that incident responders depend on.

For NERC CIP registered entities, this directly threatens CIP-007 security event monitoring and CIP-010 configuration change monitoring, because the appliance generating and storing those records is itself compromised. Under IEC 62443, loss of integrity on the logging zone undermines the SL-T assumptions for the entire reference architecture. For pipeline operators under TSA SD-02C, the ability to detect and report cybersecurity incidents in the required timeframe collapses if the logging platform is attacker controlled. Water and wastewater utilities subject to AWIA 2018 face the same erosion of monitoring assurance.

Compensating Controls

Do not rely solely on a future vendor build. Treat the management interface as hostile ground and shrink its reachability now.
